The purpose of this study is to show basic necessary data as to expanding national program for community insurance plan in the future.
This study resulted from the-operation of the Chun Seong and Chun Cheon Community Health Insurance plan during the last two years from 1979 to 1980.
The results of the study are as follows.
1. Out of the total inhabitants in Chun Cheon City and Chun Seong County, only 5.3%. of them was joined with the Community Health insurance plan as of Dec. 31, 1980. Especially Chun Seong County showed 9.7% degree and Chun Cheon City 3.0%.´
2. As for the joined motivation for the Community Health Insurance plan, the item of health worker´s persuasion showed the highest degree (45.6°%) in Chun Seong Coonty in 1979 while the item of Ban Sang meeting showed 63.0 in Chun Cheon City. In 1980 the item of health worker´s persuasion showed the highest degree (25..2,0/,) in Chun Seong County while the item of insurance benefits showed the highest degree (31.9 %) in Chun Cheon City.
:3. 64 percent of the total premium were colicted in 1979 and 74% in 1980. Average premium collecting rate is 19 percent in Chun Seong County in 1979 and 61 percent in 1980. Chun Cheon City is 91 percent in 1979 and 88 percent in 1980. The measures of premium collection are 75.7 percent by self-pay, 19. 2 percent by premium collector’s -2_9 percent by Ri chief and 2. 1 percent by Myon health workers.
4.. The reasons of secession from Health Insurance are that economic problem is 49. 1 percent, benefits problem 15. 8 percent, difficulty for utilization of medical facilities 14. 0 percent, joining with other insurance plan and others 3. 5 percent.
5. Among the non-members of 130 persons, the reasons that they don´t join the insurance are that economic problem is 49.2 percent, scarcity of knowledge of joining the insurance 17.7%, non need on the health insurance 15.4%, joining .with another health insurance as medic aid member 13.9 percent and others 3. 8 percent.
6. 70.4 percent in the total patients was treated at primary health. care center. 29.6 percent secondary and tertiary hospital and 2.3 percent in the total patient inpatient case.
7. 73.8 percent of the total receipt is the premium income, assistance of the national budget - 19. 6´ percent, the assistance of local government 3.8 percent, carry over fund 2.4 percent and the others 0.4- percent during the last two years from 1979 to 1980. 70. 5 percent of the total expenditure is expenses of curative grant operative expentiture is 19.3 percent, carry over fund 6..0 percent and other are 4.2 percent.
8 75. 0 percent in the total curative expenditure is outpatient case and the expenditure inpatient case is 25.0 percent Average expenditure per patient is 5,900 Won and average expenditure ´per inpatient case is 87, 000 Won and outpatient case 4,500 Won and average days of inpatients staying-in hospital are 6.0 and outpatient treated average 2.4 days.
9. Out of the patients in 1979; and 1980, the digestive disease holders are enormous, each year in the, degree of 32.3% and 46.8% and then the respiratory organs disease holders appear in the degree of 27.3% and 29.6%.
